ANNOUNCEMENT OF THE DEMISE OF OUR FOUNDING PRESIDENT, MR. ALEXANDER EMEDO, FCIPM

With a deep sense of loss and sadness, we received the news of the passing of our founding President and Trustee, Mr Alexander Emedo FCIPM, in the United Kingdom.  As already expressed by his successor, Mr Neye Enemigin and other members, our heartfelt condolence goes to his wife, children, family, friends and associates. We pray for God’s abiding love and the fortitude to bear this irreplaceable loss.

In 2005 or thereabout, the Federal Ministry of Labour and Employment, in pursuant of its mandate to protect workers from unfair labour practices, decided to fully implement the provisions of sections 24(4), 25(1&2) and 71 of the Labour (Amendment) Act on the issuance of Recruiter’s Licence to Private Employment Agencies in Nigeria.  To actualize this objective, the Ministry, in collaboration with NECA, organized a series of workshops, seminars and meetings in different parts of the country to sensitize all stakeholders.  Mr. Emedo was a vital member of the team that went around the country sensitizing and creating awareness on this initiative alongside officials of the Federal Ministry of Labour and NECA.

These meetings and seminars established the need for a body that will be the umbrella body of all Licenced Recruiters and will interface with the Government and other relevant authorities to regulate and standardize the practice of Human Capital Outsourcing in Nigeria.  After operating under some unregistered names like the National Association of Recruiting Employers, the Corporate Affairs Commission (CAC) in 2009 registered the Association under the Company and Allied Matters Act 1990.  The Federal Ministry of Labour and Employment formally inaugurated the Association in Lagos on Tuesday 30th March 2010 with Mr Emedo as Founding President and Trustee.

As President, Mr Emedo initiated the dialogue between HuCaPAN and the Federal Ministry of Labour and Employment that eventually led to the validity of the Recruiters Licence from one year to three years for Private Employment Agencies in Nigeria.  Besides, he also initiated the dialogue that led to establishing the Annual Joint National Workshop between HuCaPAN and the Federal Ministry of Labour and Employment for Private Employment Agencies in Nigeria.

Under his watch, HuCaPAN, in collaboration with the Federal Ministry of Labour, NECA and ILO, developed a Code of Conduct and Ethical Practices for the Industry, considering the Nigerian operating environment.  He developed a significant collaboration that deepened the relationship between the Federal Ministry of Labour and Employment through personal contact and regular meetings with top Ministry officials.

Mr Emedo, without doubt, was a great leader, mentor, human manager, extraordinary and exemplary person.  The Human Resources Management spectrum, particularly HuCaPAN, has suffered a significant loss and will surely miss him.  Our comfort is that he is resting in the bosom of our Lord.
